He is Archdeacon Claude Frollo's spoiled younger brother, who is addicted to fun and debauchery. While Claude desired for him to be a good scholar and priest, he chose drink, prostitutes, gambling, and street hooliganism. He constantly demands money from his brother and hangs out with thugs. Eventually, he abandons student life entirely to join the underworld and the Court of Miracles as a vagabond. During the sack of Notre-Dame, he is at the head of those climbing the tower and dies in a tragic (but earned) manner in a fight with Quasimodo.
When his parents died when he was an infant, his brother Claude took him under his protection, and he spent his infancy at the mill. This is why he gained the nickname 'du Moulin'.
