The head official of the workhouse, a fat, cruel, and pompous bureaucrat who views himself as the guardian of the church and morality. He crushes orphans and leaves them hungry. His eyes are always on power and his personal interests. He has a weakness for authoritarian women, and together with the cruel woman he married in the workhouse for profit, he becomes involved in secrets that could expose them. He enters into a conspiracy with Monks to sell these secrets.
A man who climbed the ranks as an official under the church's aegis, a vacuous but dangerous person who cares for nothing but status and authority. He has been the most oppressive figure in the orphanage.
He is generally a large, pot-bellied, ostentatious, and boorish character, often dressed in fancy formal attire (such as an official’s hat).
